Abstract

Economic evaluations of flood protection measures are currently focused primarily on technical flood protection and frequently consider the impact of measures only at a local level. In the process, indirect benefits and costs, as well regional and supra-regional effects (remote effects) are ignored. But these must be included if different flood protection strategies are to be weighed up against one another for planning or political decisions. In the context of the research project, systematic approaches for expanded cost-benefit analyses are developed for the comprehensive assessment of flood protection measures within the framework of integrated flood risk management. Innovative economic and institutional instruments for the supra-regional compensation of the interests of upstream and downstream regions are also discussed.
