Abstract

Renewable energies have an impressive record of growth development on the German electricity market. This was made possible by a national legislation which was, however, also influenced by supra- and international protagonists of the EU and the UN system. Bernd Hirschl subjects this process to a multi-level policy analysis. He identifies the relevant protagonists and factors and explains the links to energy and climate policy at national, European and international level. In so doing, he draws on insider knowledge which he gained as an expert consultant for the experience report on the Renewable Energies Act (EEG) and in further studies into the implementation of German subsidies policy for renewable energy sources.
