The webinar will explain the concept of climate budgets and highlight the political and ethical value decisions and uncertainties involved, while also discussing the available studies and scientific recommendations on climate budgets at federal and Berlin state level.
In his presentation, Prof. Hirschl will first explain the key findings of the study: the status quo and trends, possible scenarios and recommendations for Berlin. He will also show the connection between the study's scenario-based reduction paths and possible budget approaches. In doing so, he first clarifies that there are different ways of calculating a municipal budget and shows that, depending on the approach, very different target years for achieving supposed municipal climate neutrality can emerge. Therefore, an international agreement and standardization is absolutely necessary for a budget approach.
