In Berlin, measures must be taken to decarbonise the building stock. This requires reducing heat consumption through insulation and switching heat generation to renewable energies. The challenge is to make the necessary switch to renewable energies quickly and in a socially acceptable way, as energy refurbishments are associated with high costs. In Berlin, sensitivity to rent increases is high, as in recent years cold rents have had the greatest influence on housing costs. The high energy prices place an additional burden on residents. There is a conflict of goals between social compatibility and climate protection. Solution approaches at federal and state level are necessary to resolve this conflict of goals. The protection of neighborhoods and historical monuments and the lack of skilled workers are further hurdles.
