Presentation Limiting Factors for a Robust Railway System - The Case of Germany

The consequences of climate change will put public infrastructures increasingly at risk. Disruptions in railway infrastructure due to a rise in average temperatures and extreme weather events may cause severe consequences for economic sectors and society as a whole. Despite this fact there has been little research on adaption in the railway sector so far. The lecture tries to fill this gap by asking and answering the research question “Which factors limit action and decision making towards a (climate) robust infrastructure in the German railway system?” Embedded in the framework of actor-centered institutionalism limiting factors on adaptation decision making at a large German railway operator and the federal railway authority are analyzed.
