For a long time, there was a scientific and political consensus that the goals of the heating transition in the building sector can only be achieved if a change of energy producer and ambitious efficiency measures on the building envelope and systems technology to reduce energy demand go hand in hand. This consensus currently appears to be called into question, at least by some stakeholders.
On behalf of the German Business Initiative for Energy Efficiency (Deneff), the IÖW has compiled a report that is intended to provide guidance for the debate based on scientific findings. The report looks at two levels in order to provide a comprehensive picture of the future role of building efficiency in the heating transition: Firstly, at building level, it sets out how energy refurbishments affect households. Secondly, the energy system and macroeconomic perspective is considered.
