Currently, rented apartment buildings are still rarely ambitiously renovated in terms of energy efficiency. Landlords perceive such refurbishments as challenging, not least because the economic benefits are low, and the predicted savings are often not achieved in the hoped-for form. This can be due to poor implementation, but also to conflicts between the parties involved before, during and after the refurbishment.
The aim of the EnSanKoop project is to improve collaboration between landlords and tenants through new forms of cooperation. This should increase the acceptance and willingness to participate of all those involved throughout the entire refurbishment process and thus lead to more successful refurbishments. In the project, the partners want to develop, test, pilot and scale up new solutions for improved cooperation together with the main players in energy-efficient refurbishment projects. This will take place within the framework of an innovation laboratory. Existing best-practice approaches and other innovative approaches, for example in cooperation between tenants and landlords, will be evaluated in the project and prepared in a toolbox so that they can be integrated directly into the day-to-day operations of housing construction companies as a blueprint. An analysis of the expectations and needs of refurbishment stakeholders serves as a starting point and provides a comprehensive, solution- and action-oriented picture of cooperation in ambitious energy refurbishments. Regarding existing political, legal and regulatory requirements as well as funding and advisory options, policy briefs with recommendations for action are developed.
The IÖW's work focuses on the scientific analysis of the refurbishment process and the expectations of an optimal refurbishment process, particularly from the tenants' perspective. In addition, the IÖW is involved in the development, piloting, evaluation and dissemination of new approaches to refurbishment.
