Financial participation of affected municipalities in the planning, construction and operation of renewable energy systems Results for wind energy
In this report, the instruments discussed in science and practice for the financial participation of municipalities in RE systems were analyzed in detail and, in particular, legally examined. A distinction can be made between instruments that are linked to existing tax payments to municipalities (property tax, trade tax, concession fee) and instruments with which a new fee is created in favor of the municipality (special fee, external tax). On the basis of this analysis, a separate instrument was then developed (EEG-integrated mechanism) as well as design recommendations for implementation. In addition to the instruments for the financial participation of municipalities, due to the political developments in the course of the research project, the offer of reduced (citizen) electricity tariffs as an instrument for citizen participation was also examined and recommended with design proposals.
