Since the 1970s, the Urban Development Support programme has been a cornerstone for the renewal and improvement of city districts. Since 2020, the implementation of measures for climate change mitigation and adaptation has been a prerequisite for funding across all funding pillars. The project “Improving the assessment of the climate impact of the Urban Development Support programme” has developed proposals for improving reporting and monitoring of the programme. These proposals demonstrate how climate change mitigation and adaptation impacts can be measured in a standardized manner to enable robust assessments of this funding instrument’s long-term impact. To assess the climate protection impact, the Öko-Institut has developed a nationwide, standardized, and long-term applicable method for annually estimating CO₂ savings resulting from building renovation measures.

When assessing climate adaptation measures, the project faced the challenge that, in contrast to climate protection impacts – which can be measured through reductions in greenhouse gas emissions – there is no single indicator for adaptation impacts. Instead, the diverse measures and contributions of the Urban Development Support programme require different approaches to impact assessment. To this end, the IÖW identified suitable impact models and indicators and developed proposals for refining the monitoring questionnaire. In addition, it identified external data sources that can supplement the questionnaire for impact monitoring of the Urban Development Support programme. This version of the final report briefly presents the background, methodology, and results of the project.
