This manual shows how public tenders can effectively take climate protection and the circular economy into account.
It includes an introduction to the legal basis, such as the “Bundes-Klimaschutzgesetz“ (KSG) and the “Kreislaufwirtschaftsgesetz“ (KrWG), and explains key terms in the field of climate protection and the circular economy.
Section 4 addresses three specific procurement topics: the procurement of climate-friendly, durable, and refurbished products. Section 5 focuses on the individual stages of the procurement process and Section 6 on the forecasting of greenhouse gas emissions and CO2 costs using the LCC-CO2 tool. Finally, the most important levers and controls are identified. The appendix lists quality labels, guidelines, and specifications for ten product groups. This working aid is aimed at people in public administration, especially those in a procurement or requirements department.
