How a strong civil society contributes to vibrant rural areas A self-evaluation with discussion prompts and real-world examples

Rural regions face a range of structural challenges: population decline, vacant buildings, and the loss of public infrastructure shape everyday life in many communities. Yet even in these circumstances, new forms of cooperation and community are emerging. Residents are taking initiative, creating spaces for connection, and developing collective solutions to local challenges. An active civil society is therefore a key driver of social cohesion and a cornerstone of livable, resilient rural communities. 

The guide “How a Strong Civil Society Contributes to Vibrant Rural Areas,” developed as part of the research project WIRinREGIONEN, invites readers to explore and strengthen the transformative potential of an active civil society in rural communities. It is aimed at local policymakers, civic initiatives, associations, businesses, and public administrations that seek to actively shape collaboration and community life in their regions. 

The publication highlights five thematic areas that serve as the “fertile ground” for a strong civil society and for strengthening regional change processes: 

  1. Spaces where people meet, share ideas, and take collective action
  2. Trust-based alliances that strengthen social cohesion and bring together local strengths
  3. Capabilities that grow through learning and mutual exchange of experience
  4. A culture of collaboration that encourages participation
  5. Committed leaders from politics and public administration who act as enablers, support good ideas, and welcome new initiatives 

Reflection questions and practical examples in each thematic section help readers analyze their region and identify key levers for action. In addition, the brochure presents hands-on tools and methods to guide the implementation of concrete next steps. In doing so, it fosters critical reflection, dialogue, and collaboration across actors and perspectives, enabling joint efforts to shape the future of rural communities.
