Sustainability in River Basins - A Question of Governance

Die Herbstakademie war Teil des IÖW-Projektes "Governance and Sustainability", das im Rahmen des Förderschwerpunktes "Sozial-ökologische Forschung" vom Bundesminisiterium für Bildung und Forschung (BMBF) gefördert wurde.

Überblick

Die Zerstörung natürlicher Ressourcen ist das Ergebnis individueller und kollektiver Steuerungsprozesse - also von Governancestrukturen, die den Naturraum nicht in Betracht ziehen. Umweltpolitische Strategien, die auf einzelne Umweltmedien und vielfach auf end-of-pipe-Lösungen fokussieren, stoßen hier an ihre Grenzen. Doch wie gelingt der Wandel von einer fragmentierten Sichtweise hin zum integrierten Management von Naturressourcen? Mit dem Thema "Governance von Flusseinzugsgebieten" nahm die Herbstakademie Steuerungsansätze für komplexe natürliche Ressourcen in den Blick. Ein aktuelles Beispiel für deren Umsetzung ist die Europäische Wasserrahmenrichtlinie. Auf der Herbstakademie wurden Möglichkeiten und Grenzen der Umsetzung derartiger Ansätze aufgezeigt, Erfahrungen zusammengeführt und Lösungsansätze aus praktischer wie auch wissenschaftlicher Sicht diskutiert. Dabei wurde insbesondere die Rolle der Ökonomie beleuchtet. Gefragt wurde außerdem nach den Anforderungen, die an weitgehend disziplinär ausgerichtete Forschungsansätze im Hinblick auf Integration und Inter- und Transdisziplinarität gestellt werden.
