Circular economy is a key factor of the European Green Deal. Often, it is offered as a solution to environmental challenges. However, its exact meaning and contribution to a bigger sustainability transition are contested. Several questions remain to be discussed: Is circular economy just another way of doing business as usual, only with more efficient recycling technologies, to keep production and consumption levels going, or is it really a paradigm shift with the potential to eliminate waste and pollution altogether? Does its popularity mean the muting of other, more radical calls for a socio-ecological transition? Or is it the missing link that we need to bring sustainability and economy together and thus to make sustainability actionable and attractive for both consumers and businesses?

In this presentation, held during the European Roundtable for Sustainable Consumption and Production in Graz 2021, the concept of circular economy was reflected, especially concerning its relation to the growth debate and the currently increasing calls for system change.
