In his presentation, Prof. Hirschl gave an introduction to the challenges and current resolutions as a result of the Paris Agreement and clarified the resulting implications and tasks for the federal level. In doing so, he focused on the prerequisites and opportunities for municipal actors to benefit as much as possible in terms of regional value creation and employment by actively shaping the energy transition. The discussion showed that urgent problems in the implementation on site are the poor financial resources, the practice of municipal supervision, high bureaucracy as well as lack of personnel and skilled workers, which must be solved.
