The Citizens' Consultation on the German Federal Government's Resource Efficiency Programme (ProgRess III): scientific reflection and comparison with other environmental policies

In spring 2019, the Citizens‘ dialogue Gesprächsstoff Ressourcen (resources under discussion) compiled recommendations for the Federal Government's National Resource Efficiency Programme (ProgRess for short). Selected citizens then formulated a Citizens' Consultation, which contains demands for twelve thematic areas of the programme. The resource efficiency programme ProgRess III was passed by the cabinet on 17 June 2020 and published together with the Citizens' Consultation as annex. The present scientific report evaluates this Citizens' Consultation. The scientists have examined to what extent the recommendations of the Citizens' Consultation are reflected in the programme. They also examined to what extent the advice is taken up in the context of other current legislative initiatives. The citizens' advice is assigned to the following thematic areas: raw materials procurement and supply chains, products, mobility, sustainable investments, public procurement, sustainable construction and education.
