The role of municipalities in the initiation and implementation of neighborhood concepts was examined as part of the accompanying scientific research on building energy transition (EWB) – module 3 neighborhoods. The working paper is based on the results of interviews and a workshop with representatives from municipalities which receive grants in projects of the EWB funding initiative. The aim was to identify successful approaches for municipalities to develop and implement district concepts and to derive recommendations for strengthening municipal action. The working paper summarizes the most important results from the interviews and the workshop and derives recommendations for strengthening municipal action at the federal and state levels.
