Impacts of the 2014 Amendment for the German Renewable Energies Act on Value Added and Employment until 2020 A brief study on behalf of Greenpeace Germany

With the coalition agreement between CDU/CSU and SPD a fast and radical amendment of the Renewable Energies Act was already decided. After the Federal Minister of Economy Sigmar Gabriel presented a key issue paper in January 2014 on March, 4t 2014 the publication of the "Fundamental legislation governing the Renewable Energies Act and other provisions concerning the Law of Energy Economy". According to the schedule of the Federal Ministry of Economy and Energy the amendment shall come into effect on August, 1st 2014. On April, 1st 2014 on a meeting of some cabinet members, delegations of federal states and representations of the energy economy some changes of the amendment were decided and also were taken into consideration. The calculated result of value added for the year of 2012 and the three scenarios for the year of 2020 show that the restricted expansion plans of the amendment cause considerably lower value-added and employment effects as compared to continued expansion efforts to reach the goals of climate control. The first scenario variation of the amendment, assuming the expansion targets as achievable, shows a gap of 3 billion euro for the value added and 20.000 jobs..
