The authors discuss the relationships between climate protection and adaptation to climate change, the opportunities, risks and boundaries of adaptation and also the national and global need for transformation.
Besides discussing the economic effects of climate change, the chapter also presents social, political and ecological effects in a systemic relationship. The authors show the importance and difficulties of spatial and temporal differentiation. On a national level, societal actors and polititcal decision-makers are facing complex analytical and managerial problems. To encounter climate risks and to make use of the opportunities from climate adaptation, the different dimensions of economic, social, political and ecological systems as well as spatial and temporal scale levels and practice actors must be considered.
